Maestro's Cold War 2 Country Strategies

The base game supports the USA and USSR from 1949–1989; France requires Grandeur et Illusions, China requires The East Is Red, and the post-1991 timeline requires Pax Americana. No country has one permanent best build. Start from its scenario, budget, policies, bloc position, and geostrategic advantages, then choose two or three regional objectives instead of trying to influence the whole map.

SECTION 01

USA: convert access into durable leverage

The official rules favor a USA plan that values trade, defence ties, bases, advisors, and controlled escalation. Use stable partners to make aid efficient, and avoid turning every contested state into a direct war. The USA-only Stay Behind action can prepare underground groups for a future communist takeover or a strategy of tension, but its risks make it a deliberate subversion tool rather than routine setup.

Pax Americana changes the USA's later role by extending play through 2001 and adding domestic pressure while the country acts as World Police. Do not apply a 1949 opening directly to that late-game environment.

SECTION 02

USSR: balance policy, research, and active pressure

USSR players can lose flexibility to research and long-term event costs, so audit expenditure before expanding military commitments. The developer specifically recommends reducing R&D when budget collapses and points to an equal-budget game option for players who want a symmetrical economy while learning.

Full-release intelligence projects give the USSR strong active-measures and sleeper-agent combinations, but the developer's own balance description calls the advantage most visible to experienced players. Build a regional plan first; a dormant network is only valuable if later subversion there matters.

SECTION 03

France and China: respect DLC scope

Grandeur et Illusions adds 1945–1948 and makes France playable. The developer describes France as difficult and aimed at seasoned players. The East Is Red makes China playable from 1949 to 1976; the full-release overview describes it as a smaller and less replayable campaign, while still noting that players find it enjoyable.

Those are official scope statements, not a solved move order. Community Steam guides exist for China and early USA/USSR scenarios, but they reflect author choices and particular versions. This site links the guide directory as supporting material without copying or treating it as canonical.
