Maestro's Cold War 2 Beginner Guide & Rules

To learn Maestro's Cold War 2, start on Easy, read every tooltip, and treat prestige—not conquest—as the score that decides the game. Spend the monthly budget because unused money does not carry over, but avoid locking too much into upkeep. Build relations and treaties first, use the telex to explain sudden changes, and let wars resolve automatically.

EYES ONLY

Key points

  • Win by finishing with more prestige than your opponent.
  • One turn represents one month; the USSR acts first in multiplayer.
  • Unused monthly budget is lost, while deployments and R&D can create continuing costs.
  • Country telex reports and hover tooltips are the primary explanation tools.

SECTION 01

The rules that decide a campaign

Prestige is the victory score. Improving relations and signing agreements adds prestige, while losing influence or withdrawing from costly commitments can remove it. Countries carry different strategic values, and a country inside a sphere of influence is worth twice its listed value to that power.

The campaign advances in monthly turns. Historical events present choices whose long-term effects may not be disclosed in the immediate tooltip. A green event option marks a historical choice, not necessarily the best strategic choice for the current run.

  • Hover the prestige total after a sudden swing to see where points moved.
  • Use left-click for most actions, right-click to close panels, and middle-click over an action to expose its underlying algorithm.
  • Open a country's telex with the newspaper or diary control when a war, coup, or relation changed without an obvious cause.

SECTION 02

A reliable first-game routine

Choose Easy as a learning sandbox; the developer describes it as deliberately forgiving. Before committing money, scan the default bloc map, threats, hotspots, and stability views. Then pick a small number of countries where treaties or defensive action can produce meaningful prestige rather than clicking every available button.

At the end of each turn, check current expenses and the telex. If the opponent makes a late prestige surge, inspect the score breakdown before assuming a bug: the developer notes that the AI can use Align to improve its relation and worsen yours at the same time.

SECTION 03

Mistakes new players can avoid

Do not expect a manual battle phase. Wars resolve automatically each turn, and high stability, terrain, military support, and enemy aid can make them last. Do not treat a missing action as a broken interface either: the action may be unaffordable, already used under current options, or unavailable because its conditions are unmet.

Finally, do not chase every technology or rely only on safe aid actions. The full-release announcement explicitly warns that projects compete with active operations for budget and that stronger combinations often require accepting a short-term prestige cost.
