Read budget as capacity, not savings
The dollar symbol represents action capacity rather than a literal historical sum. Because the pool refills and leftovers vanish, the question is not whether to save cash for next turn; it is which action produces the best current or long-term leverage without creating unaffordable fixed costs.
Trade agreements increase prestige and help Economic Aid, but the official rulebook explicitly says they do not directly raise your CIA, KGB, or Army budget. Economic Aid mainly improves relations and may also improve stability and development, though too much aid to a fragile country can increase corruption.
SECTION 02
Audit recurring costs before adding another
Military bases, advisors, deployed troops, research allocations, regional intelligence bureaus, policies, and event decisions can all narrow the next turn's available pool. The cleanest budget recovery is to remove the least useful commitment, not to wait with an empty treasury.
The official full-release systems make policy choice part of the economy. The August 2025 policy update says diplomacy, society, and economy policies can grant bonuses, change budget, and influence long-run development; it also warns that one policy set should not be treated as universally optimal.
- Lower or pause research that is not serving the current scenario.
- Close a base whose prestige and local bonuses no longer justify its upkeep.
- Recall advisors or troops from a quiet country before opening another front.
- Check whether an event cost is temporary: the developer confirmed that some continuing costs later end or change with the situation.
SECTION 03
Use R&D deliberately
Research grants prestige and helps in nuclear showdowns, but each additional dollar becomes less efficient and projects ahead of their historical time develop more slowly. The rulebook does not present research as mandatory completion content; it frames it as a trade-off against actions that may score faster.
A March 2025 developer reply called $10 the optimal R&D spend and said increments above that have limited effect unless investment is both massive and sustained. Because the game has since reached full release, treat that exact benchmark as developer guidance that should be rechecked after balance patches, not as an immutable formula.
