Maestro's Cold War 2 Intelligence System Guide

Regional intelligence in Maestro's Cold War 2 is a long-term regional investment. A bureau costs $5 per turn, takes 12 months to reorganize after opening or changing focus, and then applies its focus bonuses only inside that region. Pick a focus for a concrete campaign—counterintelligence, covert action, technology, military intelligence, COIN, or another unlocked role—rather than paying for global coverage you cannot use.

Bureaus are regional commitments

The December 2025 official announcement sets the core rules: a regional bureau costs $5 each turn and operates only in its assigned geography. A new bureau or changed focus spends 12 months reorganizing before focus bonuses apply. That delay makes frequent switching expensive even when the nominal upkeep fits the budget.

Counter-Intelligence protects bloc members from opposing subversion. Special Ops improves guerrilla finance/creation and coup attempts. Technological Spying, Military Intelligence, COIN, and other focuses serve different plans; current tooltips remain the authority for the exact list available in a given build and scenario.

SECTION 02

Focus actions need conditions and timing

The August 2026 update ties special actions to focus cooldown reaching zero. Smear Campaign can add Political Distrust for 12 turns and reduce stability, with democracies especially exposed. Search and Destroy requires COIN plus boots on the ground. Major Offensive uses military intelligence to break stalemates but can cost 25 prestige on failure.

Guerrilla Training can add up to four buffs, but success depends on the target group's condition. These actions work best as parts of a campaign: establish a bureau before the crisis, satisfy local prerequisites, then act when the cooldown is ready.

Projects and sleeper agents

Intelligence projects appear in R&D at scenario start or through events. The August update documents USA projects such as Venona, Gold and Silver, and Operation Chaos, plus Soviet projects such as Service A. Their effects are asymmetric, so a project should be evaluated against the region and threat it addresses rather than by completion count.

Soviet illegals gain levels while dormant and can later add their level to subversion actions, then decay after activation. Counter-Intelligence accelerates that decay. The full-release balance note described this as especially strong for experienced USSR play, but the developer also labeled the balance assessment provisional.
