Maestro's Cold War 2 Scenario Editor Guide

Open Maestro's Cold War 2's scenario editor from Workshop on the scenario-selection screen, then choose Editor. The current tool can create or alter countries, borders, leaders, guerrillas, flags, policies, technologies, variables, telex events, and major events, and it can upload or update Workshop creations. Start from a small copied scenario or event pack and test one change before expanding it.

SECTION 01

Choose the smallest mod type that fits

Use an event pack when you want additional events to coexist with normal scenarios. Use a scenario mod when countries, borders, leaders, policies, guerrillas, or the starting world must change. The developer says event packs can be stacked, while scenario mods represent a larger self-contained setup.

The editor can begin from scratch, a save, or a classic scenario. For a first project, copying a known scenario reduces the number of variables you must validate at once.

SECTION 02

A safe first-project workflow

Open Workshop, enter Editor, create a named mod, and save immediately. Change one visible item—such as a leader, flag, or country variable—then launch the generated scenario and confirm the change before adding event conditions or custom geography.

For custom country shapes, the official preview describes PNG assets placed into generated resource folders and positioned over an underlay map. Use provided models as blueprints. Keep source images and working files outside the exported mod so a failed edit does not destroy the only copy.

  • Validate event conditions and effects separately before combining them.
  • Use the built-in upload/update flow for Workshop versions.
  • If a downloaded Workshop item is hard to find, create a mod to expose the Mods button and download flow described in the June update.
  • Treat direct JSON edits as advanced work and keep backups before prettifying or changing generated files.

SECTION 03

Current status and limits

The July 8 announcement says the editor is operational and added technologies and custom country variables. Earlier beta lists are useful history but should not be treated as a list of current omissions. The full-release announcement still calls the editor a tool for hardcore tinkerers and recommends the community Discord for rapid help.

Saving and loading may take longer because editor support adds more data to saves. The June update also confirms that files generated by the editor remain moddable as JSON.
